AI Sovereign Compute Infrastructure Program proposal ($890M)

Project scope

1

Development of a major funding proposal for the Digital Research Alliance of Canada under the federal AI Sovereign Compute Infrastructure Program, advancing a vision for Canadian-owned, national-scale AI supercomputing infrastructure.

Core challenges

2

A technically complex infrastructure proposal had to become a clear and persuasive investment case—integrating input from specialists across computing, operations, cybersecurity, finance and research while demonstrating why expanded sovereign AI capacity had become a national priority.

Approach

3

Technical, operational and strategic material was synthesized into a cohesive proposal narrative centred on sovereignty, capability and long-term national value. The work translated complex computing requirements into an accessible case connecting infrastructure investment with research excellence, innovation, security and Canadian competitiveness.

Outcome

4

A comprehensive national infrastructure proposal establishing the case for significantly expanded sovereign AI compute capacity in Canada—and for a platform capable of supporting frontier research in fields ranging from climate science and materials research to molecular biology and ocean science.
